400MW Modular Data Center Plans Unveiled

Mindstream Energy Builds Execution Ecosystem Behind Jordan’s Planned 400 MW AI-Ready Campus

70 MW first phase targeted Q2 2027 at Al-Risha; contracted natural gas and on-site generation designed for neocloud, hyperscale, and sovereign AI workloads in the Middle East

HOUSTON, TX and AMMAN, Jordan (September 22, 2026) – Mindstream Energy today announced that its Al-Risha development ecosystem includes relationships with 24 global companies spanning infrastructure, technology, finance and risk management for its planned 400-megawatt sovereign AI, high-performance computing and digital infrastructure campus in Mafraq Governorate, Jordan. The campus is intended to serve MENA and international AI, neocloud, and cloud customers.

The development is designed to deliver AI-ready power and modular compute in the Middle East, starting at 70 MW in Q2 2027 and scaling toward 400 MW, using contracted natural gas and on-site generation rather than constrained regional grids. Capacity can be added in modular blocks as customers contract power and compute, rather than building the full campus before revenue begins.

Al-Risha is planned around long-term contracted natural gas, dedicated on-site power generation, modular AI/HPC infrastructure, high-density liquid cooling, planned international fiber connectivity, and phased deployment. The site is designed not to compete with municipal grids or water systems for first-phase load. Mindstream’s operating principle: Build Compute Where the Energy Exists™.

Building the Execution Stack

The 24-company ecosystem spans seven areas: power, engineering and cooling; AI/HPC and sovereign compute; semiconductors and compute hardware; fiber-optic connectivity; capital, insurance and risk management; digital asset computing; and sustainability and carbon management.

Relationships range from executed agreements to technical evaluation, commercial discussions, and development collaboration. Together, those layers are the stack a neocloud or sovereign AI buyer requires to deploy 50–70 MW of dense compute on dedicated power in MENA.

Mindstream is assembling capabilities across the infrastructure stack so technologies and providers can be selected according to customer requirements, deployment schedules, compute density, cooling architecture, and economics.

“Securing energy and land creates an opportunity. Building the ecosystem capable of converting those assets into operating AI infrastructure creates a business,” said Mark F. Thimmig, Founder, Chairman and CEO of Mindstream Energy. “Customers evaluating 50 to 70 megawatts in the region need contracted fuel, on-site generation, cooling, fiber, and a delivery path measured in quarters, not a decade. We have assembled the relationships required to move Al-Risha toward execution.”

Interest Extending Beyond Al-Risha

Mindstream is actively engaging with neocloud providers, hyperscalers, AI infrastructure customers, and strategic investors exploring capacity, development, and investment opportunities at Al-Risha. Inquiries include availability of first-phase megawatts, liquid-cooled hall design, and whether the model can be adapted to other energy-rich markets in the Middle East and beyond.

“What we are building at Al-Risha is not intended to be simply a one-location solution,” Thimmig said. “The model is straightforward: identify reliable, economically attractive energy, establish the development platform around it, and bring modular compute to that energy as customer demand develops.”

“The AI infrastructure race will not be determined by who announces the most megawatts,” Thimmig said. “It will be determined by who can turn energy into operating compute reliably, economically, and faster than traditional development models allow. That speed to market is one of the core advantages we are building into Al-Risha.”

About Mindstream Energy

Mindstream Energy is a U.S.-based developer of energy-backed digital infrastructure for sovereign AI, HPC, neocloud and cloud workloads. Through its 245-acre Al-Risha development in Jordan, the company is advancing 70 MW of planned AI-ready capacity in 2027, with a 400 MW campus pathway, by siting modular compute on contracted natural gas and on-site generation.

Need 50+ MW of AI-Ready Capacity in MENA? Let's Talk.

At Mindstream Energy, technology is at the core of our strategy. We are not simply adopting today’s tools; we are helping to design systems that anticipate tomorrow’s demands. Our goal is to ensure that every aspect of our operations, from energy delivery to data center performance, benefits from cutting-edge innovation.

  • AI-Driven Optimization – We will integrate artificial intelligence to monitor energy flow, optimize data center efficiency, and maximize Bitcoin mining performance.

  • Modular Data Centers – Scalable, containerized infrastructure will allow us to rapidly deploy capacity, aligning with market opportunities and resource availability.

  • Advanced Cooling Systems – Recirculating cooling technologies keep precious water retained while ensuring reliable performance of our servers and ASIC miners.

  • Smart Energy Conversion – We can transform underutilized natural gas resources into digital power using high-efficiency generation units.

  • Cybersecurity & Resilience – Robust digital safeguards, fiber lines, and layered protection will ensure uninterrupted operations and secure data processing.

By harnessing these technologies, Mindstream Energy is creating a platform that is flexible, sustainable, and built for long-term growth. We see innovation not as a trend, but as the foundation of a business model that will continually adapt and lead in both the energy and digital infrastructure sectors.

We Build Infrastructure for neocloud, hyperscale, sovereign AI, and HPC deployments

Al-Risha is being designed around the infrastructure requirements of GPU-intensive AI and HPC workloads rather than conventional low-density data center loads. Planned systems include high-capacity electrical distribution, modular power generation, liquid-cooling capability and large contiguous power blocks.

Customer deployments can be configured around specific requirements for rack density, redundancy, cooling technology, network connectivity, physical security and data residency. Send us a message so we can discuss your company’s specific needs or to learn more about our available capacity in the MENA region.

Frequently Asked Questions

Where can a neocloud deploy 50 MW in MENA?

Mindstream Energy is developing the Al-Risha Digital Compute Campus in Jordan for large-scale AI, cloud and high-performance computing deployments. The campus is being planned around modular power and data center infrastructure that can support customer requirements in the 50–70 MW range and expand in phases as additional capacity is required.

The Al-Risha Digital Compute Campus in Jordan is being designed for hyperscale, neocloud and AI/HPC deployments, including high-density infrastructure requiring liquid cooling. The modular campus approach allows power, cooling and data center modules to be configured around the density and redundancy requirements of individual customers.

Mindstream Energy is developing a modular AI and high-performance computing campus at Al-Risha in eastern Jordan. Initial development is focused on large customer power blocks, including approximately 50–70 MW deployments, with a broader campus plan designed to support substantial phased expansion.

Al-Risha can be configured for AI infrastructure physically located within Jordan, including dedicated customer environments and segregated infrastructure. This can support sovereign AI and data-residency strategies where workloads or data are required to remain within a defined national jurisdiction. Specific regulatory and security requirements would be addressed as part of each customer’s technical design.

The Al-Risha project uses a modular development model in which generation, electrical infrastructure, data halls and cooling systems can be added in defined phases rather than requiring the entire campus to be completed at once. Actual deployment schedules will depend on the required MW capacity, equipment configuration, cooling architecture, permitting and customer specifications.

Yes. The 70 MW phase 1 represents a potential customer deployment size rather than the maximum planned campus capacity. Mindstream Energy’s broader Al-Risha development concept is designed around phased expansion toward 400 megawatts, subject to customer demand, engineering, and infrastructure development.

Mindstream Energy is planning Al-Risha’s telecommunications architecture with Jordanian fiber providers and international connectivity partners, including Orange Jordan and Aqaba Digital Hub. The objective is to connect the campus through terrestrial fiber to Jordan’s broader telecommunications infrastructure and international submarine cable routes available through Aqaba. Final routes, redundancy and capacity will be established during detailed network engineering.
